Moving Capital To Rome
When I select this decision, I usurp a title and it is renamed to the city of Rome. All well and good. But a huge problem is that I don't actually control the county. It is still controlled by the senate, with Ostia as the capital. Is it possible to make it so the senate acquires a different county (Urbs Vetus?) when I make the decision to move capital?

We will see if we can reproduce, but giving another county to the Senate would be a bad decision.
