No holy wars and unable to get the Intolerant religious law.
From what I can tell the way you get holy wars is by getting the Intolerant religious law. The problem is that I can't pass this law even though I have all of the requirements. Everything under the "All of the following must be true:" line is ticked, but I is still can't do it.

Concerning the Intolerant law, do you have the required technology?

Ah, sorry, I confused it with another law. Basically it depends on the set of DLCs you have. With Conclave you need to centralise, without it crown authority needs to be raised. Hopefully that is helpful!
