Does everyone have to download this to hear the sounds when I activate them or is there a console command I'm missing?

I am so sorry for this late reply, you can say I've been dead lately. Anyway, yeah everyone needs to download this addon to receive the sound files. If you play it and no one else has the addon, they won't hear it as they don't got the files you have.
