How to Do this on Lan
I saw that you need a team imbalance plugin but i have no idea how to do it on lan

You dont need a plugin, only if you want to create a server. Just start a game, let people join through LAN, and type in the console "mp_team_inbalance_limit 0". The game will automatically try to balance the teams, except when you enter that command in the console

k thanks im guessing that plugin is for an actual server
