You have to breach a door on the second floor of the URC with it. The battering ram should be given to you when you start the quest.

Afterwards you also need to get into the basement of the URC and breach a wall with explosives (three to four well-placed frag grenades will work) and get the pass code which is inside a locker. There will be a lot of zombies in the room but the explosives should soften them up. Also watch out for other creatures that can spawn in the room. There is also another special item in this room which allows access to a separate, hidden part of the map.
