All you need to do to use it is find your local mods directory (for me it's 'documents/master of orion/mods') and create a new folder there (probably want to call it dsmp or diverse specials, or something like that) and unzip the downloaded file into that folder.

Notably:
-can't scroll through the tech tree
-researching some techs hangs the game at "processing turn" when research is about to be complete (2 for sure: advanced tactics and "technology_superscalar_engineering")
-likely because I can't research 1 or both of those, I can't get to the core waste dump tech (and I can't see the modified tech tree to determine what the requirements actually are).
It's a great mod, but the bugs make it pretty much unusable. Thanks for the hard work!
If you just downloaded the game two weeks ago, maybe you haven't installed the UCP at all, or maybe you didn't install it correctly. Maybe you have a different problem, but those are the most likely culprits for the problems you are describing.
If you didn't install the UCP, then I suggest you look on Nexus for it. It makes the game a lot better. If you did and you'd like some extra eyes on your problem, take a screenshot of your mod screen and post it to these forums. I'll be happy to help as much as I possibly can, and I'm not the only one who might be able to help.
I got rid of java a while ago, since I hadn't used it for anything in a year.

I think I set the permissions properly so that anyone with the link can view them.
Note: took the screenshots out of full screen mode, but I've tested both with full screen on and off as far as navigating the tech tree.
Your screenshots show that you've opted not to use the 5x Ultimate Balance mod by Spud Dastardly. The version of DSMP that you've opted to use requires the 5x mod to work. It makes changes to the tech tree to add in buildings that use the special resources. If you check the main page for the DSMP mod, it says that it requires the 5x mod, but it says it in small letters on the right side, not in the main description.
If you'd like to continue using the game without the 5x mod (unusual, but it's your choice) then you'll want to switch to the original version of DSMP (link below).
