Missing Commands in Github version

cinema_allow_url and cinema_video_request don't seem to be commands when I run this on my dedicated server. But when I run a listen server through the workshop they are there.

cinema_allow_url exists on the server while cinema_video_request meant to be used from the client. Are you sure you didn't make a mistake?
