Have you considered changing resources, infrastructure levels, etc? In my opinion they should be more scarce, to reflect nuclear devastation. The resources could be progressively increased and improved via the focus tree.

One suggestion; The capital of the UFE should be in New York, where the current UN HQ is. Washington could be renamed to something like "Ghostlands" or simply removed, to represent that it was nuked.

Similarly, you could move the TH's capital from Moscow to an evil-sounding made-up city like "The Fortress" or "Zone-99" that lies in Siberia or the Urals.
