edit for clarity: I'm trying to find an alternate way to install this if possible, and if there's a way to mod the game's installation itself without relying on the workshop\content folder, I'm eager to try that
7. Cataph suggests additional troubleshooting steps for WH3[tw-modding.com] that might perhaps help even in WH2? In particular, I've discovered that some Launch Options, like -dx11, prevent this mod from working for some reason. Try running the game without any Launch Options.

I found a reasonable answer in google that it might be the workshop's problem - sometimes steam workshop didn't update the file inside the C disc after subscribing the mod, which can trigger the launcher fail to found the right path to start the mod. And a useful resolution is deleting the launcher's moddata.net to remake it, as you said.
