Brass Legion play, first timer... no recruiting?
Is it normal to be completely unable to recruit? Local and global both say military chain buildings are needed, and I am unable to recruit, period. Building currently at 2nd tier, still rocking my original starting units. Is this normal?

How did you find them? I cant seem to find them on the game when i try to start one?
