Cant recruit Skavenslaves
like the title says, can't recruit skavenslaves. I have the right buildings, but they don't even show up in the recruitment roster. I have more than one region that I can recruit them in, but nothing shows up in any army.

I also checked an old save, same mods loaded, and I am able to recruit skaven slaves there.

also seems I have no garrison in Skavenblight

Skavenslaves are available to be recruit only up to t3 main towns, after that they are replaced by clanrats.
