Army of Sigmar - unable to recruit - 0/0

Just a quick question. I can't seem to recruit the legendary unit with Volkmar. I have max tier Catherdral of Sigmar built. Still 0/0 on the recruitment table for Army of Sigmar.
Can someone please explain why is this? I have a feeling that the answer is simple, I'm just missing it for some reason. Thanks.

Its Volkmar campaign unit, hover mouse on big red text on unit.
