Playing as Norsca - how to build tier 4/5 'Military recruitement' buildings?
i'm probably an idiot, but where can i build a tier 4/5 shattered frame (monster) building? It shows up in the building browser, but only with minor settlements. I can't seem to build it at my capital.

You are using unlock mods that disabled most SFO buildings. Get proper submod.
