Can't Locally Recruit?

I'm having a weird problem as the high elves. I can't recruit LOCALLY ..never seen this before. Loaded/reloaded - same problem.

Just played as a whole new faction/new game - same problem. Local recruitment keeps removing slots until its empty. No idea why.
