Wulfhart's Imperial Supply recruits not free?

Playing Vortex and weren't these supposed to be free? I couldn't find anything in the changelog that says that they're not free and cost a ♥♥♥♥ ton to recruit. Was this a design choice and if so what was the reason behind this, if I may ask?
