How to handle Public Order as the High Elves?
Other than throwing down an entertainment district in every province and spamming the rite whenever it comes off cooldown, am I missing something?

Eliminate corruption.
Control entire province.
Repression (troops present).
Use Agents - Nobles with the 'emollient' trait are very useful.
Equip Ancillaries (followers, items).
Invocation of Asuryan
Entertainment building - you can level it up 5 times in the capital.
