Recruitment
I can only recruit one unit at a time as high elves. How do I increase available slots? Also I thought upkeep was meant to be lower? I’ve got 2 full stacks costing me 10543 a turn, I haven’t played vanilla in a while but I don’t remember army’s costing that much?

Public Order effects on bottom left. Its vanilla thing. Please play vanilla before mods.
