Spell not for Sale

I have tried multiple times to find the spell for sale on the court wizard per the description, even rebooted the game a few times... nadda. Anyone else got this problem and if so, how do I fix it?

I also have this problem. Looked under everything he has, but no "Infinity Spell"

It was a mod conflict. I don't know which one though.
