just in case some people didn't understand the dev and the map doesn't work for you, here is the fix:

STEP 1: Restart Garry's Mod after you install. (If you installed it while not in game, boot up gmod and then turn off, then turn it back on)

STEP 2: DO NOT START FROM THE SANDBOX CATEGORY!!
This loads the map without any triggers or events. (hence the name sandbox)

STEP 3: Go to the category named "Other" in your Start New Game option.

STEP 4: Find Intelligence_Delivery_1 (or something along the lines of that name) and start it.

IF THAT DID NOT FIX YOUR PROBLEM THAN DOUBLE CHECK YOUR ADDON PACKS AND TRY DISABLING YOUR OTHER ADDONS TO MAKE SURE YOU DON'T HAVE ANY COMPATIBILITY ISSUES!!

TL:DR: Restart gmod, go to "other" map category, start the intelligence delivery map.
If still no work, disable your addons and double check that you downloaded the required packs.
