I get why you would think that, but the spy-cicle melts because it's ice. This is wood and metal, which would not melt. At least not to the pyro's flamethrower.

10 percent less damage and fireing speed. on backstab of a frozen player killed by the spycicle it unfreezes them with half of their health. note can also unfreez enimes

Primary wep and sapper does 10% more damage after each back stab can stack up to 13 times but it makes crits/mini crits do less damaging by 10% incriments (includes back stabs)

25% non-crit damage penalty over all

so its a revolver spy type wep
