That kills the Pyro's entire function as a spy-checker.

PROS

+ fakes death
+ fire damage reduced by 50%

CONS
~~~~~~~~
- Loud cloak and un cloak
- in coming melee damage incressed by 35%

This is what i think the stats should be.

PROS

As long as on fire while cloaked charge doesn't decrease.
enemies cannot see you while you are on fire while cloaked.
instant cloak while on fire.

CONS

cant be healed while cloaked so no med-kits or anything.
takes increased amount of fire damage not sure how much that would be.
faster drain on cloaks charge, maybe 25%

well... then maybe people could adapt and realize that ANYONE can spy check?

maybe damge increase from secondaries. increased movement speed. blocks healing when active. drains faster. recharges real quick. and maybe add a little flame when it's active, but not invisible.

Positives:

While Invisible, The Spy is completely immune to the effects of Fire. This is acheived by a small radius of air (similar to the compression blast) that protects the Spy from flames. If this is activated while the Spy is currently on fire, the flames will be immediately extinguished. This also has the nice bonus of being able to extinguish burning teammates.

Negatives:

While visible, the Spy gains a 50% Vulnerability to both Melee and Bullet damage.

-33% Cloak Time

Cloak type: death feign
If someone hits you while this device is up, they get set on fire for 5 seconds
Death feign for 1.5 seconds
300% faster cloak recharge
On cloak: +100% resistance against fire

-Wearer takes mini-crits while active
85% less cloak-meter from ammo boxes

Maybe instead of a cloaking device this could be used as a device that makes your bullets on fire or a passive that makes you regen heath for 5 seconds after a kill or something llike that

i say it removes the afterburn, jarate, and mad milk twice as fast, but you only get half the amount of cloak while cloaked from ammo packs

That probably needs some tweaking, but it's still a really interesting idea nonetheless :3

EDIT:

I've had an idea for new stats incorporating your idea. How about these?

Positives:

+40% Cloak Duration

Status Debuffs (Afterburn, Jarate, Bleeding, etc.) wear off twice as fast

Negatives:

-15 Health

-50% Cloak from ammo packs

+30% Cloak Recharge

-25% Cloak Duration

On Activation gives fire imunity and +50% explosion Vulnerability.

thinking about it if it feins your death then its just another dead ringer with difrent stats so no feining death of any kind, the imunity on activation dosn't mean a perminant imunity to fire dmg when its out but only when its activated so you can STILL take fire dmg when not invisable and activating it dose not extingwish the fire and again the +50% explosion vulnerability is only when activated.

How about a completely new idea.
Cloak type: smoke screen
Positives: Like dead ringer you hold it out until you are hit.
All debuffs are removed twice as fast while invisible
When activated a smoke screen is spawned
+30 cloak recharge rate
Negatives : -10 health
-20 cloak duration
