My thought on STATS
It seems like a stealth weapon, so:
Has a very quit firing sound.
Victim does NOT make a death sound when killed by this weapon.
-15% damage.
-5% slower running speed (because your trying to stay hidden).

what do ya'll think?

Not bad, and it fits with the Scout concept of picking off lone targets when they don't expect it.
