- Added a delay between the weather incidents and the actual effects it has on pawns. (Delay is about a day)

- Lazy-patched a bug where Chemical Buildup wouldn't clear out once a pawn felt the effects of the weather. Will fix more in-depth later.

Update: Sep 17 @ 11:51pm Brought to you indirectly(ish) by the awesome ideas of [GER]PewPew!

- Reworked effect giver to make it possible for pawns to not always get an addiction whenever there is an event; it's now based on Toxic Sensitivity as a base for the severity of the chemical buildup!
=> This means that mods that affect toxic sensitivity can either increase or mitigate the event's effects!
