So: at first you have 40% advantage above Scattergun (140% dmg)
After first reload you loose your advantage (100% dmg)
After second reload you have 20% disadwantage (80% dmg
etc.
etc.
down to minimal 40% damage
On kill: Damage resets back to start (140%)
SO:
When using this weapon you have to kill your enemy as fast as possible,
becouse "there is no time"
