Maybe you can get this via achievement (idk like :Vote on 100 Workshop items).

He meant if it does get put into TF2. The name would be obviously changed i mean, WHY WOULD THERE BE AN ITEM CALLED THE "The Workshop Fan." He also said a promo item and by that he probably thought you could do something else for the item.

Earned on Voting up on a post that makes it ingame Cant be a promo item that valve wants in *example: badges for comp or events and things like the prinny knife + Hat and weta workshop items, etc*
