I cant add this item in my town. "Space already occupied" and "Building must be placed roadside". There is not any other object on the map. I have also created many kind of roads without success.

it shows no icon and it simply says nothing. the box to click it just does not highligh to be able to enable it

Make sure its selected in Content Manager and then go to monuments and it should be one of the ends one =]
