You have to select the "Bogus Detour Unlimited" scenario in server options -> scenario/level. People that join will download the mod from the host.

How does this work?
I subscribed to it but whenever I open a lobby, I cannot select more than 4 players total.
Or does the limit not matter anymore? Didn't have the chance to ask people to try and join nonetheless. But would be nice to know.
And does everyone that joins need this mod too?
