S37K Lua Library - make addons easier

A few useful functions that i use in my addons, you can use them to for your addons, just make sure to list this as a dependency.

Shared:
* S37K_plotOnBell( INPUT ) - It returns values along a bell curve from 0 - 1 - 0 with an input of 0 - 1. There is a 2nd optional argument to this function, it adjusts the sharpness of the curve, the default is 0.265.

Server:
* S37K_mapbounds - A table that contains the bounds of the map. There will usually only ever be 1 entry in the table, but there could be more if the map is split up into distinct sections with its own skybox and player spawn points / teleports.
