General Equipment Addon Release is an ambitious undertaking for KetsuCorp, providing over 5000 new items to Arma 3. This expansion includes all of the addons CORE, USA, OCP, ABU, AOR, MARPAT, and ACU.

As one of the devs that helped with this project back in the day, the main guy that did all the uniforms has since long moved on, went to college and is working in the game dev industry now.

@Redneck all I can do is speculate that the original modding team who made this lost interest or was disbanded or both. Now the code is severely outdated and the vests provide zero protection now and the states are screwed up. I have no idea why no one has fixed this yet or even remember these collection of mods are even round since this was made during the first years of Arma 3.
