No I mean the file refuses to be retrieved from the steam server. It just keeps saying "Retrieved 0 bytes in 10 seconds" then times out after a while.

try clearing your addon cache by unsubbing then on console menu_cleanupgma or something like that. Then sub again. Not sure whether it will work or not.

If you mean the vehicle addon, TDM, then no it can't be used on it. Unless you actually edit its files. This is only useable in E2, ACF, Etc.
