@Beard: RICO buildings don't upgrade, so it stays level 1. :)

This being level 1 (or two for that matter) how exactly do i have to interprete that? It won't level up or? I've got RICO, but not sure if it upgrades or not

I really like your non-polluting industry. It is far easier to make small harbor with houses ect. if the building don't pollute.
