Quay Anarchy

For those wondering what quay is, word 'Quay' means the same as 'Wharf'. Draggable quays were added in C:S 1.4.0 as one of lanscaping tools. Check out my Extra Lanscaping Tools, Surface Painter and More Beautification if vanilla lanscaping tools are not enough for you!

- Allows to place quays on ground (not only on shoreline)
- Allows to place flood walls in water (use Move It! mod to make them surface!)
- 'Fixes' Height Too High for quays, flood walls, cargo and passenger harbors

This mod doesn't break save games and can be safely disabled at any time. All quays etc. will remain in the same position as where you placed them.
