The exeption is to edit someones creation and reuploading it as your own or reusing assets in your own mod.
As an example:
I decide i want to make this seat red, if i do so for my own personal use, locally, not in the cloud or steam workshop, that should be fine.
The second i want to upload the red seat to Steam workshop i would need to ask permission from the author. Some authors may say its ok, others may say no. some may even implement your ideas to their mod for you if its a good idea and they are still active in the community.
point is that you are free to use the workshop creations, but if you modify it in any way there needs to be a discussion before you consider reuploading in your name.
And always credit/give thanks to the author if you post something, thats just courtesy.
