It basically just replaces the Tazer.
Armed Guards will use their usual Shotguns (Lethal) if 'Freefire' is on, otherwise they'll use the Tranquilliser first. They will carry both weapons on them at all times (As long as 'Tranquilliser Rifle' is unlocked in Bureaucracy.
The same mechanics as the old Tazer are still employed, so naturally you will not see Guards with the Tranquilliser Rifle out, unless they intend to use it. Although Guards will not be equipped with the weapon unless 'Tranquilliser Rifle Rollout' has been unlocked.
So basically this Tranquilliser rifle works in exactly the same way as the old one, it just looks like a rifle and has a much larger range.
