Thank you for your faith in my modding skills..
but nowadays I dont even know how to update my own mods
without reading my own hints posted *above*.
If you are really interested in changing the driving speed of vehicles you should try modding the game yourself(no offense).
A good start to do so will be finding the corresponding *.h file with something like "rover" in the file name.
Of course you wont find it in the "entities" folder I presume ;)

Finally I found the reason of your crash..
The reason:
Stupid modder did NOT noticed change in "machine_resourceetank.h" for a year..
Shame to me. Sorry!!
But somehow I am innocent, i swear! :D
I was unable to produce those errors myself, as they only appeared in multiplayer games.
Fixed!
It is still working ;)
I just checked the mod and it works as expected.
Do you "opted-in" into the development branch?
Do you got an update "lately" (today?)?
I have not got an update for ToM within the last 2 days. So I will have to wait for those problematic update to find a solution.
