Just a suggestion for proper translation:

*This mod has to go with another AI mod otherwise it won't take effect.

Effect: This department fines citizens for parking cars on the streets (although the cars parked on the streets do not cause congestions). More cars parked on the streets means higher income. But be aware that it will also reduce residential demand by 20% because citizens will not be happy about this policy.

For Your Information:
There is this annoying department in China called 'City Administration' and what it basically does is to clear streets of homeless guys and mobile vendors and stuff. They are not exactly police nor fireman, they are just pain in the arse. A lot of them are hired under temporary contract, and most of them are not well educated so that they are used as expendable brutal force to carry out difficult tasks such as residence relocation. There are a saying in China: "Give me 300 city administrators, and I'll conquer the world."
