A few suggestions,
Unique ability: Each port adds an additional trade route (given South Africa was established because of the need for safe trade routes)
Unique Building: Mine, each mine gives +1 gold +1 production.
Unique Unit: 32 Battalion - Replaces Marines
Also might suggest the civ emblem be changed to a Springbok, similar to the Aussie Kangaroo or New Zealand Kiwi that you see on military aircraft.

Wait I have an even better idea:
Leader: Julius Malema
Unique ability: Load shedding - every couple of turns make production 0 in all cities for that turn.
Unique unit: Toi-toi'ing mob (replaces a mid-game tier infantry unit) - automatically pillage every tile they pass over (even friendly tiles), can automatically appear when happyness is low (not a barbarian version of it).
Unique building: Nkandla - Costs alot of gold and happyness, gives culture.
That is the real South African civilization ^
