Bile Slows Tanks [Different Versions]

Description
Different versions are provided to modify how much of a slow effect is applied.

1. 2.3 Friction Speed. Original Tank Run code.
2. 1.4 Friction Speed. A more balanced version when playing with only 1-2 Tanks.
3. 1.2 Friction Speed. Only for removing increase in speed when on fire based scripts.
