[HL2RP] Citizen Shirt & Pants Revised

This addon is based on the citizen clothes from TnB. They were originally split into two separate shirts because they were assigned to different parts of the material sheets, but I have combined them into one with a bodygroup toggle to switch between alt skins.

This version comes with several new skins, as well as classic skins that were never adopted by TnB. It also includes fixes to the VMT files of the skins from the TnB pack, which were modified sometime around 2019 to include static noise and a weird leathery looking detail that I have removed.

Also included are classic HL2RP short sleeve shirts which have the same options as the long sleeve shirts. Arms are not included with these as they are designed to fit character models with arm bodygroups that align with them.

Other changes include a blue loyalist shirt for females, as well as the odessa jacket for females and the camo shirt for men. Previously these had been gender specific but I have made sure both sexes have the exact same options (with the exception of the refugee shirts which are different in the base game and I have intentionally left them that way).
