[WYD] Fractured Empire

Adds a sub culture to the empire called the Syndicate.

This group has split off from the main Empire, and have the same technological advances, although they lack any psychic capability. While their kin would grudgingly trade with the inferior races, the Syndicate would rather exploit them, and are hostile to most other factions. The Syndicate is a much smaller group than the Empire, and their groups often have a mix of mercenaries working with them.

The Syndicate is comprised of:

The Overlord - ultimate boss of the Syndicate.
Sentinels - Melee elite guards of Syndicate settlements.
Terminators - Ranged elite guards of Syndicate settlement.
Enforcers - Melee elite warriors, encountered in most places and situations.
Marksman - Ranged elite warriors, encountered in most places and situations.
Bombers - Grenadier troops. Warriore who specialise in explosives.
Maulers - Melee troops. Warriore who specialise in explosives.
Troopers - Ranged troops. Warriore who specialise in explosives.
Drudges - the workforce of the Syndicate. Most often found in settlements
Grunts - civilains of the Syndicate. Most often found in settlements.

Slaves - a sub-class of the Syndicate, exploited for a variety of purposes.

I made this primarily as a fix to Rim Languages, coz when the player starts with zero language skill, trading is disabled, and one is unable to learn the language of the Empire other than through language books. This kinda breaks the Royalty DLC specific quests and incidents, as the interactions are disabled. The Syndicate Faction offers a chance to obtain hostile Sophian as prisoners, and learn their shared parent language - but you will also need the compatibility patch.
