Blue catenary skin

Description
Adds a blue skin for reinforced concrete supports. Each support must be repainted separately.
If you want to make this color your default, copy the rail_pole.dds file from Steam\steamapps\workshop\content\784150\3470026396 to:
- Light mode: Steam\steamapps\common\SovietRepublic\media_soviet\paths
- Hardcore mode: Steam\steamapps\workshop\content\784150\3541810268\For_replacing\New_supports\media_soviet\paths
