Description
So, you want to play Tall in the Wasteland, being a small-but-rich, well-defended nation making peace with your neighbors and avoiding conflict until you're well-prepared for the threats on the horizon. And in order to facilitate all this, you attempt to shore up your defenses, build equipment, build something only to see that you've quickly run out of building space, the Gun Runners aren't selling to you because you didn't want to get rid of your last Civilian Factory, or that if you make more Military Factories the Followers will start rioting.

If only there was something you could do with this mountain of spare Caps/Denarii/NCR Dollars/Beans!

Thus comes Funds For Factories, a simple, non-cheaty way of buying off-map factories, paying a whole bunch of money (and some staff) in exchange for a brand new and more importantly invulnerable from bombers or invasion facility.

Just don't ask which nation you bought it from, especially if you've managed to conquer the world.

Note: While the AI is allowed to take these decisions, it's incredibly low-weighted, and it's only after years in-game that they'll actually be likely to select any of them, and that's only if they can afford to take them in the first place.

Disclaimer: Since I'm paranoid about downloading things, it's fine to make a translation submod of any of my mods, just give credit or use this mod as a dependency

@arkhanXIV Assuming you're just starting a game, you must first take Reno and remove the modifier that disables the caps system for caps system decisions to show up

@Kuoki because the inner sadist in me feels that if a player lets things get so bad that their future enemies literally have millions of caps, then clearly something has gone wrong and they need to rethink their strategy; even still, it's just a few factories for a LOT of caps, it won't do much for someone who isn't dedicated to making money.

@The Penis Man do you have the caps system enabled? It self-hides if you don't, and ERX has it off at the start.

@Brandon12340987 Yes, but even if they can afford the cost, the AI is weighted to have a very, very small chance (only 0.1 weight) of picking any of these decisions unless they've gone decently enough in either the Engineering or Industry tech trees, which they're not really weighted to do until years have passed in-game. So while it's unlikely, if a nation has turned into a Threat they'll be able to purchase a few factories occasionally, at which point there's more worrisome problems for you going on than the enemy having a few more factories
