Small Town First Responders - Core Mod

Hi.
STFR's been going strong for years now. So it's only fair a massive rewrite happens to clean things up.
The good:
* STFR No longer relies on map files to work.
* The code's been heavily simplified to make addon creation a breeze.
* There's a proper update schedule. No more updates willy nilly.

The bad:
* This rewrite is not compatible with old saves.
* ALL old versions of the mod and all old addons are unlisted. Link-Only access. Mainly to reduce confusion.

The ugly:
* My face. Nuff said.

So, with that being said. This is the core mod with all the core code, and some generic liveries. Yes, it can be ran standalone.
