Extracting the gamemenu file from the mod's VPK using VPKEdit and replacing the vanilla gamemenu file listed in the installation section above allows it to function perfectly fine, however.
Though, of course, less than ideal, it may be prudent for the mod author to host the gamemenu file somewhere other than the workshop and just provide a link to it on the workshop page. It's ultimately the mod author's call whether they do that, though.

And for those talking about the manual installation, the reason is that you normally can't modify that type of file via workshop, and the default tends to override any attempts. So you'd have to rename the original so that the game can't find it and can only find the one provided by the mod.
It's a similar situation to startup videos from L4D2. They run before workshop stuff is submitted, so to use them you'd have to extract the files and install them manually. There was no other way to go about it.
