E3 Louisiana Banner Restoration [Vscript]

Have you ever noticed how the parish lacks a lot of details from the e3 footage? however unlike the other missing content , the unused E3 banner model is actually in the game files and it has his own texture which are shared from the same vtf file as the railing decorations.


A standalone version for those who might want to see the unused banner in-game w/out extras.
this is just me attempting to do a port to vscript from t.a.c.m , it should work on all gamemodes.
