Using this as a base, Vanilla Hero Reworks can now change the camp skills of each individual hero, without creating conflicts with Reworks that change other heroes.

This won't do anything if you don't have any Vanilla Hero Reworks that change camp skills, this is just a backend overhaul.

For modders:
- This blanks the default.camping_skills.json, and adds a new {hero_id}.camp_skills.json for each vanilla hero, which contains their unique skills, and the shared skills in each file.
- Flag is not included, since he is completely separated already.
- Includes Shieldbreaker.
- If you plan to use this for your reworks, just make it a requirement for the mod, and have the rework above this.
