ECR & Cuba Compatible Patch

If you wanna enable East Coast Rebirth, Fountain of Dreams and Cuba at same time, You 'll need to turn this on, this includes following contents:
1. they have a trigger file compatibility problem which will make both's conscription laws disappear, this will fix it.
2. If you have Fountain of Dreams Enabled, this will let its Florida contents overwrite cuba's, also add Cuba tags' cores for Florida to make sure Cuba content will run correctly.

If you have Rustbelt Rising, Monarchs and Margaritas or other map expansion submods enabled at same time, you may also require this patch, these submods of ECR and Cuba still need this patch to fix their conscription laws.
It can also run without ECR or Cuba, which can be used to fix country_trigger and conscription laws problem of map expansion submods.

After this enabled, if u find any conscription bugs like conscription laws disappear or a tribal country gets warband laws, please report them here instead of the mod which tag belongs to.
