-cracking barren planets gives ridiculous amounts of alloys and minerals in the early game
-due to mining stations cracked worlds generate even more minerals, making it so the miner debuff is insignificant in most of the playstyles
-if a hydrocentric empire has this civic, it can convert the world cracker to a deluge machine, basicly providing a free and faster way to terraform planets along with the ability to ignore almost all planetary armies in offensive wars
here are a few of my ideas to balance it out:
-cracking planets gives less alloys and minerals
-a debuff to the efficiency of mineral mining stations
-not allowing to change the design of the collosus (kind of like ships granted from anomalies)
it also doesn't make a lot of narrative sense that it's not exclussive with mining guilds and subterrean civilization
I went back a few versions to figure out when the issue started and it appears to be since 4.0.15
