I don't like the way the Innovation Cap works in vanilla, tied purely to Literacy Rate. So I've changed that. With these changes more developed countries will still have an advantage but the advantage is smaller, and the extra Education Access from Universities can help backwards countries catch up if they're willing to invest (and get the right laws).

I've been playtesting this in MP games before release, and I'm fairly satisfied with the current tuning, though feedback is welcome.

Effects:
  • Literacy Rate no longer increases Innovation Cap or Technology Spread
  • Base Innovation Cap and Tech Spread increased to 75 and 45 respectively
  • Innovation Cap now increases by 1.25 every game year
  • Literacy Rate now increases your Technology Research Speed
  • Universities now provide half as much Innovation, but now also provide some Education Access and Education Access Per Wealth Level
  • New Tuition Fees law group dictates the type of Education Access provided by Universities

Compatibility Patches:
This mod will have compatibility issues with any mods that change the static modifiers, add new laws or alter certain IG ideologies. If you'd like a compatibility patch for such a mod, leave a comment with the mod and I might (if you're lucky!) get round to making one

Might need to tone down the Research speed buff. I'm getting T4 techs in 1870s I may have invested in education heavily as a major power being France but this seems like it makes the research pace fast if you do invest. Otherwise the idea to change the innovation cap to year scaling is good as it allows backwards nations a more fair game. But I don't think I should have trench infantry in 1868 without rushing them.
