Going in third person is a lot more helpful as you can see in a 360 degree view around yourself, and you have a wider FOV.
Keeping the launcher close provided better results for me. Experiment with distance with the emplacment.
Get in the emplacement with a square radar on it.
Aim at an aircraft target using the white circle. Wait for a bit to get a target lock, then a static buzzing sound will be heard, and you will be ready to fire.
Ammo can be restored via ammo crates or maintenance stations.
There are certain angles to take advantage for shooting your missile. If the desired target is going straight for you, it's an easy kill so long as you can line up the shot in time. If a desired target is going to to the left or right of the launcher, then shoot them if they are straightened out or making a slight turn. Shooting while a target is making a sharp turn will only result in you wasting ammo.
